The forerunner of the Kyoto University was the Chemistry School founded in Osaka in 1869, which, despite its name, taught physics as well. Later, the Third Higher School was established in the place of Seimi-kyoku in 1886, it then transferred to the university's present main campus in the same year. Kyoto Imperial University as a part of the Imperial University system was established on June 18, 1897, using the Third Higher School's buildings. The higher school moved to a patch of land just across the street, where the Yoshida South Campus stands today. In the same year of the university's establishment, the College of Science and Technology was founded. The College of Law and the College of Medicine were founded in 1899, the College of Letters in 1906, expanding the university's activities to areas outside natural science.

After World War II, the current Kyoto University was established by merging the imperial university and the Third Higher School, which assumed the duty of teaching liberal arts as the Faculty of Liberal Arts. The faculty was dissolved with the foundation of the Faculty of Integrated Human Studies in 1992. Kyoto University has since 2004 been incorporated as a national university corporation under a new law which applies to all national universities. As one of Japan's leading research-oriented institutions, Kyoto University not only engages in joint research with many universities overseas, it is also building its own overseas research facilities, chiefly in Asia and Africa. Plans call for nearly half of the 22 projects that Kyoto University is running as part of "The 21st Century Center of Excellence (COE) Program" to be located in overseas research centers.

Only those who attend a lecture sessions by the IIMC, and submit the written pledge will get a User ID. The lecture schedule is put on bulletin board of both administration offices and Foreign Student Division. Please check the schedule right after entering the university.

The registration process of the system needs Kyoto University student ID. In addition to enter terminal rooms, machine readable student ID or library card is needed. The lectures sessions for obtaining Users ID are held at South Building of Academic Center for Computing and Media Studies (ACCMS). Health Service offers annual health checkup (by taking the checkup, students can receive university health certificate that may be required for scholarship applications and entrance exams) , and health checkups for those who are engaged in special researches. Also they offer health guidance for quitting smoking, diet and exercise. Health and Medical Services provide the following services and diagnose and treat various health problems.

Kyoto University users must ask for details directly to the Services and also be aware that subsidy of medical fees by Japan Student Services Organization (JASSO) does not cover the treatment and medication given there. The Counseling Center was established in 1999, by reorganization of the Student Counseling Center, which was established in 1956. The main purpose of the reorganization was expanding its target from students to all members of Kyoto University, including staffs, and receiving applications of sexual harassment counseling.

Kyoto University Center has a staff of five full-time counselors, five part-time counselors and one assistant. The Center is administrated by a committee consisting of one of vice-presidents, director of the center, professors from each faculty/graduate school, counselors of the center, and some professional advisers including a psychologist, a psychiatrist, and a physician. Every year, about 500 students and staffs come to the Center for counseling, and about 4,500-5,000 interviews are conducted.
